BIOPSTRA
recognizes that the most compelling reason for the economic
plight of Africa is basically lack of appropriate policies,
strategies and implementation capabilities in political,
economic, social, education and cultural areas. Every
development is driven by the advancement in science and
technology. Africa’s scientific technological capacity lags far
behind the rest of the world. This divide can only be bridged
through partnership building and massive technology and
knowledge transfer and absorption.
However
there are factors that impede access, availability and adoption
of technologies and business development efforts in many African
countries because of several internal and external factors which
might differ from country to country. These factors include
among others: trade and proprietary technology related barriers;
safety concerns and related factors; inadequate local R&D and
technology development and absorption capacity; lack of enabling
policy and technology regulatory frameworks; lack of capacity to
assess potentials and risks of advanced technologies; and low
level or absence of strategic knowledge-base regarding
evaluation and prioritization of potentials of modern
technologies to improve the life of Africans and provide a
strong foundation for sustainable socio-economic development.
These key
problems can be bridged through formulating enabling policies,
strategies and strengthening implementation capacity with strong
consideration of partnership building and by creating business
environments which are based on win-win situations.

will take this challenge and help Africa to free itself from
perpetuating socio-economic paralysis.
